The Defence Procurement Procedures (DPP) allows only Original Equipment Manufacturers (OEMs)/Authorised Vendors/ Govt Sponsored Export Agencies (applicable in the case of countries where domestic laws do not permit direct export by OEMs) to receive RFPs and respond to them.
DPP-2013 onwards there is a priority to categorisations of Defence projects. Highest priority is given to Indigenous Design Development and Manufacture (IDDM), Buy (Indian) and Buy & Make (Indian). Under these categorisations only Indian Defence companies can respond to RFIs and RFPs. Over 75% of Buy RFPs are likely to fall in this category. Therefore, foreign OEMs would need an Indian company to front-end projects as authorised vendor who can arrange requisite indigenous content to projects.
